C.J.'s Enchilada Casserole

    1 tsp salt
    1 tsp ground white pepper
    1/4 tsp ground cumin
    1/4 tsp dried oregano leaves,crushed
    1 lb beef flank steak,cut into 1/2" strips
    1 c finely chopped onions
    1/2 c finely chopped bell pepper
    2 Tbsp chopped mild green chili pepper
    1 1/2 tsp chili powder
    1 16oz can salt-free whole tomatoes,chopped
    1/2 c shredded reduced-fat cheddar cheese
    8 corn tortillas

    Preheat oven to 375. Combine salt,white pepper,cumin,and oregano and sprinkle over meat. Spray the inside of large skillet with nonstick cooking spray and place over medium heat. Add meat and saute for 10 minutes,or until it is browned. Add
    the onions,bell pepper,chili pepper, and chili powder. Cook and stir for 10 minutes. Add tomatoes and cook 5 minutes longer. Add 1/4 c of cheese;
    remove from heat and stir until melted. Spoon equal portions of meat mixture into middle of each tortilla;fold tortillas in thirds across the filling
    and turn seam side down. Place tortillas in baking dish that has been coated with nonstick cooking spray. Top with remaining cheese and bake for 15 minutes.
