Lynn's Chocolate Covered Cherry Cookies

1 1/2 cups flour
1/2 cup unsweetened cocoa powder
1/4 teaspoon salt
1/4 teaspoon baking powder
1/4 teaspoon baking soda
1/2 cup margarine -- softened
1 cup sugar
1 egg
1 1/2 teaspoons vanilla
10 ounces maraschino cherries
6 ounces semisweet chocolate chips
1/2 cup sweetened condensed milk
In a large bowl stir together flour, cocoa powder, salt, baking powder and baking soda. In a bowl beat together margarine and sugar on low speed of mixer until fluffy. Add egg and vanilla, beat well. Gradually add dry ingredients to creamed mixture; beat until well blended. Shape dough into 1" balls. Place on ungreased cookie sheet. Press down center of dough with thumb. Drain cherries, reserving liquid. Place a cherry in center of each cookie.
In a small saucepan combine chocolate pieces and sweetened condensed milk; heat until chocolate is melted. Stir in 4 tsp. reserved cherry juice. Spoon
about 1 tsp. frosting over each cherry, spreading to cover cherry. (Frosting may be thinned with more cherry juice). Bake 350 degrees for 10 min. Remove to wire rack; cool.
